Introduction

The predecessor of the College of Law was the College of Law and Business in National Guizhou University (established in 1942). In 1952, the College of Law and Business was closed due to the national adjustments for university departments and merged with the law departments of several other universities in Southwest China. These were formed into the Southwest College of Political Science and Law (now Southwest University of Political Science and Law). In 1980, with the approval of the Ministry of Education and the Ministry of Justice, a Legal Studies major was reestablished at Guizhou University. Since then, the teachers and students of the college have forged ahead in unity, and the training of talented professionals, scientific research, and social services have improved steadily. The comparative advantage of the school has also become increasingly apparent in the 700 law schools and departments across China. The College not only has provincial-level demonstration majors and provincial-level key disciplines, but also serves as a pilot for both the comprehensive reform of undergraduate education in law and comprehensive reform of postgraduate education for Master of Law under the Ministry of Education. In 2012, the College was jointly approved by the Central Political and Law Committee and the Ministry of Education as one of the first excellent cultivation bases for legal talent (for integrated and applied professional training). In 2017, Legal Studies was identified as having the potential to develop as a top-class discipline in Guizhou Province. In 2018, the Legal Studies major was permitted to be a First Level Discipline Authorized to Offer Doctorate Degree, which was a breakthrough in the development of this discipline in Guizhou Province and was regarded as a significant milestone.

At present, the College has a total of 66 faculty members. There are 15 full professors and 28 associate professors, of whom one is a doctoral supervisor, 35 are Doctors of Legal Studies, two are candidates of the Ten-Million National IP Talents Project, one receives special allowance from the State Council, two have won national-level Teacher Awards, two are recognized as provincial-level academic leaders of philosophy and social science disciplines at the university level, one is recognized as provincial-level distinguished teacher, and 10 are university-level academic leaders and key members.

At the beginning of the college's reconstruction, both four-year and three-year Legal Studies programs were implemented. In 1997 the College was authorized to offer master’s degrees in Legal Studies. This was the first postgraduate program authorized in the discipline of law in Guizhou Province. From 2004 to 2005, the College also took a lead in becoming the first to be authorized to offer a Master of Law degree and the first to have its Legal Studies major recognized as the first level discipline. Currently, the number of postgraduate students has reached twice the number of undergraduates. Since its reconstruction in the year 1980, the College has cultivated more than 6,000 graduates in the law-related disciplines. Many graduates have received national honorary titles, including Jiang Qing, who was awarded the title of “National Model Judge.” Her life-story was told in the movie “The Beautiful Black Butterfly” and premiered at the Great Hall of the People. Apart from Jiang Qing and other graduates who have exerted considerable influence throughout the country, most of our graduates have dedicated themselves to the construction of the national legal system in their respective positions. Nearly 50% of the personnel working in the political and legal system in Guizhou Province have received legal education and training at various levels and in different programs at the College. In recent years, the College has boldly innovated and actively reformed its undergraduate education and graduate education. As a result, the quality of personnel training has been improved significantly. More than one-fifth of students who pass the National Judicial Examination in the province are graduates of the College. Every year, there are graduate students who are enrolled to study for doctoral degrees by famous law schools both at home and abroad. Despite the decline in employment opportunities that graduates of legal studies are faced with, the employment rate of students from the college has remained high. It has won the first or second prize in Guizhou University for three consecutive years.

The College attaches significant importance to scientific research and academic exchanges. Since 2008, 50 monographs and textbooks have been published; about one thousand papers have been published in various journals (including dozens of papers published in important journals of legal studies); approximately 200 research projects at various levels have been undertaken and completed (including 15 at national-level); and more than 20 provincial-level and ministry-level scientific research achievements have been awarded. Research on the issues of personality rights, human rights, diversified dispute resolution, mining rights, and the construction of the ecological legal system have all had great academic influence throughout the country. In terms of academic exchanges, the school has successively hosted the Cross-strait High-end Forum on civil law, the 2015 Annual Conference of the China Academy of Constitutional Studies, and the 2017 Cross-strait High-end Forum of the China Commercial Law Society.

The College has actively carried out various social services. Since 2008, the school has drafted many local regulations including 'Regulations on Realty Management in Guizhou Province (Draft),' 'Guizhou Provincial High-way Regulations (Draft),' 'Guizhou Provincial Tourism Regulations (Draft),' and 'Guizhou Provincial Regulations on the Development and Application of Big Data'.  Many teachers have been serving as legal advisors or consultants for Guizhou Provincial People's Congress, Guizhou Provincial People's Government, Provincial Commission for Discipline Inspection, Provincial Political and Legal Affairs Committee, Guizhou Provincial Higher People's Court, Guizhou Provincial People's Procuratorate, and other local party and government offices and judicial agencies. Two professors have been appointed as members of the first Provincial Selection Committee of Judges and Prosecutors.

China has now entered an era of comprehensive rule of law. In this great era, adhering to the motto of “Basing law on moral virtues, taking action to promote justice”, the College will take establising the National-level Base for Talent Education and Training as an opportunity to undertake the glorious mission of training legal talents and researching theories of the rule of law, to serve as a think tank for local legal construction, and to become a law college with obvious advantages in the western region of China and considerable influence in the whole country.
